போலி விஸாவில் இலங்கையிலிருந்து வெளியேற முற்பட்ட வெளிநாட்டவர்களுக்கு அபராதம் நாடு கடத்தவும் உத்தரவு

போலி விஸா பதியப்பட்ட கடவுச் சீட்டைப் பயன்படுத்தி இலங்கையிலிருந்து வெளியேற எத்தனித்த சிரியா மற்றும் துருக்கியைச் சேர்ந்த 5 பேருக்கு நீர்கொழும்பு பிரதம நீதிவான் ஏ.எம்.என்.பி.அமரசிங்க 5 இலட்சம் ரூபா அபராதம் விதித்தார். அபராதம் செலுத்திய பின்னர் நாடு கடத்தவும் உத்தரவிட்டார். கடந்த ஜனவரி 2 ஆம் திகதி இவர்கள் ஐவரும் இலங்கையிலிருந்து செல்வதற்காக கட்டுநாயக்க விமான நிலையம் சென்ற போது இவர்களின் கடவுச்சீட்டு பரிசீலிக்கப்பட்ட போது அவற்றில் பதியப்பட்ட விஸாக்கள் போலியானது என கண்டுபிடிக்கப்பட்டன.
கைது செய்யப்பட்ட இவர்கள் குடிவரவு குடியகல்வு சட்டத்தை மீறிய குற்றத்திற்காக வழக்கு தொடரப்பட்டு விளக்கமறியலில் வைக்கப்பட்டனர். அண்மையில் இவர்களின் வழக்குத் தவணையின் போது சந்தேக நபர்கள் குற்றத்தை ஏற்றுக்கொள்ளவே தலா ஒரு இலட்சம் ரூபா வீதம் ஐவருக்கும் 5 இலட்சம் ரூபா அபராதம் விதிக்கப்பட்டது. மேலும் அபராதம் செலுத்திய பின்னர் அவர்களது நாட்டிற்கு நாடு கடத்தவும் உத்தரவிடப்பட்டது.

யாழ். சமூக செயற்பாட்டு மையத்திலுள்ள அமெரிக்க தகவல் கூடத்தில் சுற்றுச்சூழலை பாதுகாக்க உள்ளூர் அளவில் நடவடிக்கை எடுக்க 'உலகத்தை அணிதிரட்டுவோம்' என்ற தொனிப்பொருளில் கலந்தாய்வரங்கு ஒன்று இன்று புதன்கிழமை நடைபெற்றுள்ளது

இக்கலந்தாய்வரங்கின்போது பொது விரிவுரையை கிறிஸ்ரோபர் கோகே ஆற்றிய போதே மேற்கண்டவாறு குறிப்பிட்டுள்ளார். அங்கு தொடர்ந்து உரையாற்றிய அவர்,

'யாழ்ப்பாணத்தில் சிறந்த அழகான கடற்கரைகள் இருக்கின்றன. இந்த கடற்கரைகளில் கழிவுப் பொருட்களை அகற்றி பாதுகாக்க வேண்டும். யாழ்ப்பாணத்தின் சுற்றுச் சூழலைப் பாதுகாப்பதன் மூலம் நீண்ட காலத்திற்கு எமக்கு ஏற்படக் கூடிய  பொருளாதாரப் பிரச்சனைகளை தடுக்க முடியும்

இலங்கையில் காடுகள் அழித்தல் பெரிய பிரச்சனையாக இருக்கிறது. இந்தப் பிரச்சனை கட்டுப்படுத்த முடியாது தொடர்ந்து நீடித்து வருகிறது.  இலங்கையின் இயற்கை வளங்களைப் பாதுகாப்பதன் ஊடாக உல்லாசத் துறையை மேம்படுத்த முடியும்

எமது சூழலைப் பாதுகாப்பாக வைத்திருந்தால் எதிர்காலத்தில் எமக்கு இயற்கையால் எந்தப் பிரச்சனையும் வராது வரமுடியாது' என்றார்.

வடமாகாண முஸ்லிம்கள் பற்றி கூறப்பட்டுள்ள பரிந்துரைகளை நடை முறைப்படுத்த வேண்டும் : றிசாத்

நல்லிணக்க ஆணைக்குழுவின் அறிக்கையில் வடமாகாண முஸ்லிம்களின் இனச் சுத்திகரிப்பு குறித்து 8 இடங்களில் குறிப்பிடப்படடுள்ளதாகவும், அதனை அரசாங்கம் நடை முறைப்படுத்த வேண்டும் என்பதை தமது கட்சி வலியுறுத்தவுள்ளதாகவும் அகில இலங்கை மக்கள் காங்கிரஸின் தேசிய தலைவரும்,அமைச்சருமான றிசாத் பதியுதீன் தெரிவித்துள்ளார்.

வடக்கு முஸ்லிம்களின மீள்குடியேற்றம் தாமதமடைவதாகவும் இதனால் பல பிரச்சினைகளை இம்மக்கள் எதிர் கொள்வது குறித்து அமைச்சரிடம் வீரகேசரியின் இணையத்தளம் கேட்ட போது அமைச்சர் றிசாத் மேற்கண்டவாறு கூறினார்.

தற்போது ஏற்பட்டுள்ள சமாதான சூழலில் வட மாகாணத்தில் இருந்து இடம் பெயர்க்கப்பட்ட முஸ்லிம்களின் மீள்குடியேற்றம் இடம் பெறுகின்றது சுமார் 70 சதவீதமானவர்கள் மீள்குடியேற தமது பதிவுகளை உரிய பிரதேச செயலகங்களுக்கு சமர்ப்பித்துள்ளனர்.இருந்த போது அவர்களுக்கான இருப்பிட அமைவிடங்கள் ஏற்படுத்துவது தொடர்பில் பல சிக்கல்கள் ஏற்பட்டுள்ளது.இந்த நிலையில் பழைய புதிய அகதிகள் என்று பிரித்து அனுகப்படுவதன் மூலமும்,முஸ்லிம்கள் மத்தியில் நம்பிக்கையீனங்களை அதிகரித்துள்ளன.

இந் நிலை மாற்றப்படுவதோடு,நல்லிணக்க ஆணைக்குழுவின் பரிந்துரையில் கூறியுள்ள வடமாகாண முஸ்லிம்கள் பற்றி பரிந்துரைகளை நடை முறைப்படுத்த வேண்டும் என்ற அழுதத்தை நாம் தெடரந்து கொடுக்க தீர்மானித்துள்ளோம் என்று அமைச்சர் றிசாத் பதியுதீன் மேலும் கூறினார். ___

இதன் போது குறித்த நிகழ்விற்கு சிறப்பு விருந்தினர்கலாக மன்னார் மாவட்ட அரசாங்க அதிபர் சரத் ரவீந்திர,மன்னார் உதவி பொலிஸ் அத்தியட்சகர், மத்தியஸ்தர் சபை இணைப்பாளர் சனாதன சர்மா,மன்னார் நகர பிதா எஸ்.ஞானப்பிரகாசம்,நானாட்டான் பிரதேச சபை தலைவர் அன்பு ராஜ் லெம்போட் ஆகியோர் கலந்து கொண்டனர்.

மன்னார் தாழ்வுபாடு-தாராபுரம் பிரதான வீதியில் கடந்த ஞாயிற்றுக்கிழமை மாலை இடம் பெற்ற விபத்திற்குப் பின்னனியில் வீதி போக்குவரத்துப்பிரிவு பொலிஸார் உள்ளதாக அப்பகுதி மக்கள் சந்தேகம் தெரிவித்துள்ளனர்.

மன்னார் தாழ்வுபாடு தாராபுரம் பிரதான வீதியில் மோட்டார் சைக்கிலில் பயணித்துக்கொண்டிருந்த தாரபுரம் கிராமத்தைச் சேர்ந்த முஹம்மது பர்ஸான்(வயது-18) கா.பொ.தா சாதராண தர வகுப்பு மாணவனும்,புத்தளம் தில்லையடி அல்-ஹாசிமி சிட்டியை சேர்ந்த எம்.ஏ.எம்.அர்சத்(வயத-25) ஆகிய இருவரும் மோட்டார் சைக்கிலில் பயணித்த போது மரம் ஒன்றுடன் மோதி சம்பவ இடத்திலேயே உயிரிழந்துள்ளனர்.

உயிரிழந்த இருவரும் தலைக்கவசம் இன்றி பயணித்துக்கொண்டிருந்த போது குறித்த வீதியால் வந்த வீதி போக்கு வரத்துப்பிரிவு பொலிஸார் குறித்த இரண்டு பேரையும் இடை மறித்த போதும் அவர்கள் நிற்காமல் மிகவும் வேகமாக மோட்டார் சைக்கிலில் பயணித்துள்ளனர்.

இவர்களின் பின்னால் வீதி போக்கு வரத்துப்பிரிவு பொலிஸார் இருவர் மோட்டார் சைக்கிலில் துரத்திச் சென்றுள்ளனர்.இதனை பலர் பார்த்துள்ளனர்.

இந்த நிலையில் கடும் வேகத்தில் பயணித்தமையினால் வேகக்கட்டுப்பாட்டை இழந்த குறித்த இரு முஸ்ஸிம் இளைஞர்களும் மரத்துடன் மோதியுள்ளனர்.

இச்சம்பவத்தை பார்த்த வீதிப்போக்கு வரத்து பிரிவு பொலிஸார் தமக்கு தெரியாத வாறு அவ்விடத்தில் இருந்து செ;னறுள்ளனர்.

குறித்த வீதியில் அதி வேகமாக பயணிக்க வேண்டிய அவசியம் இல்லாத போதும் இவ் விபத்திற்கு மூல காரணம் வீதி போக்கு வரத்துப்பிரிவு பொலிஸரே என அப்பகுதி மக்களும்,துரத்திச் சென்றதை நேரில் பார்த்தவர்களும் தெரிவித்துள்ளனர்.

37 members participated in the Thalaimannar awareness Programme, from various Field, WRDS, RDS, Youth club, Ex militants, Released person, Elder person Association, Religious group  and  Teachers etc.

Three Resource Personal conducted the main theme of  the  Important of  Documentation and how to obtain if lost, if registered in India, and new late registeration  Also Child rights, Women rights, Fundamental & Human rights were explained with case studies.

Group work was held  and at the end group leaders did their presentation, At the end T.Shirts were provided followed by review from participants,

Two refreshments and  lunch was provided and at 5.p.m the session ended.

Women In Devanpiti Under Thre

Social workers told The Sunday Leader that women in the Devanpiti area in Wellankulam in Mannar are facing threats to their livelihood as a result of abductions taking place in the area.
The Devanpiti women traditionally made their living collecting cashew nuts from the area and selling them on the Mannar-Jaffna road.
“This was their livelihood even during the LTTE period,” social workers said.
However, two women had vanished while working in the cashew estate last year. They have not been heard of since. The women have now resorted to going into the area in groups, the social workers said.
The issue had been reported to the local Grama Sevaka, but there were still no leads on who could have carried out the kidnappings.
The Mannar Government Agent when contacted said he had heard nothing about the disappearances.

Sri Lankan conservationists battle national park highway

As Sri Lankans prepare to celebrate the Sinhala or Buddhist New Year in April, conservationists will be quietly praying that a proposed major road through Wilpattu national park will finally be ruled illegal. Controversially funded by the Chinese government, the road has been the centre of a case sitting with the Sri Lankan supreme court for nearly two years. During that time it has become a legal cause celebre for those who believe the island's postwar tourist
A 30-metre-wide swath was cut through the undergrowth, room enough for six lanes of traffic and a helipad was created to bring in workers. Over 22 miles had been cleared when on 5 May 2010 Environmental Foundation Limited filed a group legal action on behalf of Sri Lanka's four biggest environment groups in the supreme court to stop the construction. However, EFL believe there has still not been a verdict because the government is desperately trying to find a way around its own conservation laws.
Vimukthi Weeratunga, operation director at EFL, said: "If the road goes ahead it will damage many fragile habitats and lead to road kills of species like leopards. Then the coastal strip will be developed for mass tourism. The road wouldn't pass the Asia Development Bank or the World Bank environmental assessments, so the government have turned to the Chinese for funding. It's ironic that the Tamil Tigers didn't damage the park but our own government is after all our struggles for peace."
China has become a major investor in Sri Lanka, last year lending over $1bn (£0.63bn) and overtaking Japan as the country's biggest financier. Channelling money through a range of corporations on what are known as concessionary terms, the Chinese have financed harbours, power plants, roads and a new airport, many of which are controversial because of their environmental impact.
"For the Chinese it's all about gaining an economic foothold in Sri Lanka so at the right time they can exert political influence," Weeratunga said. " If the judgment goes against us it will make a mockery of Sri Lankan law and be a stain on the environmental reputation of the country".
HD Ratnayake, director of operations at Sri Lanka's department of wildlife conservation and one of eight government organisations that EFL are taking to court, said: "We have submitted our detailed observations to the judge. There was an old Mannar road which ran through the park and we have received requests from communities in both Puttalam and Mannar to connect their villages. If the road did go ahead we would put restrictions on it and charge for its use, giving the money to the Wildlife Conservation Fund."
Since the end of the civil war, Sri Lanka has seen a big increase in tourists and marketed itself as an eco-tourism destination. Riaz Cader, assistant manager for Jetwing Eco Holidays, said "Sri Lanka is one of the best locations in the world to see species like the blue whale, Asian elephant and the leopard. But areas in the south are already very developed, for example Yala national park now sees 400 vehicles a day during some months coming through its gates and it's become a bit of a circus. We now desperately need to create a sustainable tourism policy which takes into account all our wildlife".

History Being Rewritten In Mannar

Residents in Mannar claimed that history was being rewritten in Sellavathurai. An ancient structure known as Aliranee Palace had been renamed as ‘Doric House’ – the mansion where the first British Governor stayed. They claimed that the signboard advertising it as a Governor’s residence was false. However when The Sunday Leader visited the site they found that the structure, made of brick, looked quite modern. Photos show the structure, with a signboard advertising it as ‘Doric House’. A military officer was posted at the building as well.

International team of Experts have visited Mannar

The International team of Experts have visited Mannar in order to find out the Development  of Agricultural based products , Fisheries, Trade, Small Industries, Food processing, Textile, Indo based products   and so on  In order to help the Business people to get financial, Technical, assistence from USAID  and  Other  Countries..
Mr.S.M Croos ,the former GA of Mannar is the  northern Researcher of these Team, we have formed a Four members  team , to explore the possibilities of helping 1000 Unemployed youths in the above sector.

The team visited, Mannar Chamber of Commerce, Vankalai Padu & Keeri sea food packing industry,   Ice factories in Keeri & Pesalai,   Pallimunai Beach de Mur Processing industries
( kadal attai ), handicraft Sector of Individuals.  More Business People will be interviewd within one week & project Concept paper will be requested from them,
It looks that after the 30 years of war  better prospects to the Mannar Business people if they get into a good correct  business  using the freely available resources such as vast sea, land, wind, water,   sunlight for Solar energy, Underground water using Tube well, Animal husbandry , freely available herbal plants. sunlight for solar energy , paddy , fruits, pulses & more over the Human labor.
Our photos will vouch how certain people from Vankalai & Pesalai are involved  and  give hundred of employment to youths specially women folk.

Progress Report of Iranai Illupai Kulam Mobile service by Mn Citizen Committee  on 23-03-2012

We conducted our third successful mobile service at Iranai Illupai Kulam GTMS on  25-03-12 Sunday from 9.30 a.m to 4.30 p.m.

Large crowd turned with their  old torn birth, death and  marriage certificate,  Many have lost thire important  documents  during their  displacement. Young & Old marriages even 23 years not registered have been reported.Many mothers with their infants wait in the long que and cleared their individual cases,

The Govt Agent  of Mannar , Adl GA , and Madhu AGA  were  attending some urgent meeting at Colombo & have informed us,

Hon Mannar, Member of Parliament Mr. Vinotheralingam,  inspected the programme as he came  to the adjoining village. The ADR, Local Registrar,JP, GSN ,Principal,  Volunteers, Teachers and our Four Field Officers are the key persons who  facilitated    to this  programme .

Eleven  Unregistered marriages was registered as  a First time, Three new Births was registered,

More than 250 public turned to this mobile out of it, 226 members have  been benefited, where  Madhu AGA division 102  No application was received  for birth, Death & Marriage,  Mannar DS division-03 No.  Jaffna -15 No ,  Kilinochchi -07 No ,  Vavuniya-31 No,  Mullaitivu- 28 No  & Other  Southern districts -16 No ,  Probable Age Certificate -04 No to Mannar  and  06 No for out station were  received by ADR.,

In the coming week  ,our staff  will engage in sorting out these  application  according to different District wise & birth, death & Marriage  wise & will be posting  to  Different ADR Office by Registered post.. Madhu cases will be handed over to ADR Mannar kachcheri.

MANNAR INTER RELIGIOUS FORUM CONDUCTS PEACE & RECONCILIATION AWARENESS PROGRAMME AT MANNAR

On 24-03-2012 Sarvodayam Conducts well attended all four Religious Representatives Forum  for Peace & Reconciliation  meeting at the OMI, Ganothayam center, in Mannar.

Several   Buddhist, Hindu, Catholic and  Muslim representatives and  priest participated and  put their views at the Forum.

Rev Fr. Tamil Nasan chaired the Meeting,  the Civil Affair Army Officer, Ast District Govt Agent, Divisional Secretaries, Govt Officials, NGO representatives, WRDS, RDS, Chairman Of  the  Urban Council  &  several Pradasa Saba members participated.

HUMAN RIGHTS AWARENESS PROGRAMME

CITIZEN COMMITTEE CONDUCTS SEVERAL HUMAN RIGHTS AWARENESS PROGRAMME IN MANNAR RESETTLED VILLAGES


On 18-03-2012 Mannar citizen Committee conducts Citizen Rights awareness Programme at Kungikulam Village in Mannar District. This village is an ancient old village which is having a hanging bridge to cross when Aruvi aru is on spade during rainy season.

Several learnered Lawyers  conducted this programme as  Resource personal and Group Discussion was held,

On 25-03-2012  Documentation Mobile Service will be conducted by Cit Com at Irranai Illupai Kulam ,which is a remote & border village of Mannar District at Madhu AGA division.

 Ast District Registrar, AGA Madhu, JP. GSN, and Several Govt Officials will participate at this Mobile service, Birth, Death, & Marriage certificates will be issued to those public, who failed to obtain them due to their displacement to Mullaiotivu district, and to those   who lost most of their documents at their displacement during the past war.

On 31-03-2012 Another Awareness programme will be conducted At Thalaimannar Village mostly to  those who have  recently arrived from Indian refugees camp to Mannar. So far more than 200 families have arrived by UNHCR & on their own passage to Srilanka ,as peace & calm is prevailing  in Srilanka. 

Several families have lived in India, Tamilnadu for more than 15-25 years have arrived. Their children have born and  married at India. They will have to register their birth, Marriage & Death in Srilanka too. This will be facilitated by Mannar Citizen Committee.

 At Cit Com  last two Mobile service conducted at Alkatively & kalliaddy in the Manthai West AGA division more than 350 people have given  their application for registration of Birth, Death & Marriage. thus Mannar Cit Com facilitate humanitarian services to the War affected public
